In emoji proposal discussions from the era when many pictographic symbols were being evaluated, candidates like this reflected interest in turning everyday interface icons and workplace objects into standardized emoji.

Its intended meanings would have included sending documents, paperwork, bureaucracy, outdated technology, office life, corporate communication, and โ€œplease send this formally.โ€ It could also carry humorous or ironic meaning online, especially when used to imply something old-fashioned, painfully slow, or comically official in a world dominated by email, PDFs, and messaging apps.
