It is formed from the base U+1F3F4 (WAVING BLACK FLAG), followed by tag characters that encode the subdivision code βgbwlsβ (Wales within the United Kingdom), and terminated by the CANCEL TAG U+E007F. These tag characters are invisible control-like modifiers; when the sequence is recognized, the renderer composes a single flag glyph. On iOS, macOS, and other major platforms that support subdivision flags, this displays as the green-and-white Welsh flag with the red dragon; on unsupported systems, it typically falls back to the plain black flag because the tag characters are ignored.
