The “flag: Wales” is implemented as an Emoji Tag Sequence rather than a single code point or a pair of Regional Indicator Symbols. It is formed from the base U+1F3F4 (WAVING BLACK FLAG), followed by tag characters that encode the subdivision code “gbwls” (Wales within the United Kingdom), and terminated by the CANCEL TAG U+E007F.
